HSC & HSE to form NDPB

LTB No 200/07 dated 5 March 2007 reported on the HSC consultation document CD210 seeking views on proposals to merge the Health and Safety Commission (HSC) and the Health and Safety Executive (HSE) to form a single Non Departmental Public Body (NDPB).



The proposed changes outlined in CD210 were, it said, aimed to deliver a more accountable structure, better decision making, a clearer public and regulatory presence. The new governing body would be similar to the HSC but with a broader remit than the existing HSC. It would scrutinise programme delivery and expenditure and hold the 'CEO' and his senior management team directly to account for operational effectiveness, enforcement and efficiency. The new governing body would in turn be accountable to Ministers for organisational performance. The CD also considered various models for the structure of the new health and safety governing body.



The Trade Unions collectively supported the proposal to merge the HSC and HSE into a single health and safety authority, as this was in fact originally intended prior to the 1974 Health and Safety at Work Act being initiated. We hope that the change will provide a stronger voice for health and safety and the Unions have called for the HSC/E merger to retain a balanced structure with representatives from the Trade Unions on the non-executive governing board.

Please find attached a letter from Bill Callaghan, Chair of the Health and Safety Commission thanking those who participated in the consultation and conveying the outcome of the consultation. The majority of responses agreed with the proposed principles and on 15 May the HSC agreed to proceed with the merger. The process now requires Ministerial consultation and the matter has been referred to the Health and Safety Minister Lord McKenzie to take the matter forward to the next consultation stage.



Attached is a copy of the letter from Bill Callaghan, Chair of the Health and Safety Commission along with a "Statement" entitled "A Stronger Voice For Health and Safety" setting out the proposed structure, functions, vision, mission and values of the new model.

Hopefully it means less schools telling pupils to wear hard hats and goggles when they play conkers, and more prosecuations of managers that fail workers in H&S (like the postie that was recently crushed by a wagon on a loading bay)
