Phase 4

Now the the office keep talking about Phase 4. Anyone know what that is and if so how many bloody phases there are?

We have had phase 1 and 2. Talking 3 ------ NOW PHASE 4 Image

God help us!!!!!!!!!!!!!!!!!! (and the CWU)

Here it is PHASE 4
To assist development of a fourth Phase of Royal Mail modernisation, consultation and negotiation will now take place in the following working groups. The intention is for these joint working groups to develop national agreements, where appropriate, by no later than the end of April 2008, to be deployed as soon as possible thereafter.

Joint Working Group 1 – Relationships. will consider how to improve industrial relations within Royal Mail, including arrangements for negotiation, consultation and decision-making, the management of change, personnel procedures and practices covering issues like attendance, conduct and performance management.

Joint Working Group 2 – New Reward Framework will examine pay simplification possibilities (within the existing pay bill), a new pay and reward package, different pay models, reviewing on what the local element of the ColleagueShare dividend for years 2 and 3 will be based and MTSF. The Group will also consider how to implement monthly pay. It will also review annualised hours or banked hours, flexible working, and possible changes to attendance patterns that could both benefit the business and employees and is in line with the company’s family-friendly policy. The group will decide whether it needs to operate sub groups for any element of this.

Joint Working Group 3 – Future working. This group will look at the business’ future mail centre / delivery / network strategies and have an opportunity to input to them.. It will develop proposals on how the business will best capture the benefits of new technology, whilst continuing to consider the implications for job security, and job design and the new delivery model. It will also look at the strategies needed to grow and develop the business in a changing, competitive environment

Well nelson you lot are quick to phase 2 we are still debateing it but you are quite right there is a phase 4 it don't look good you will need a blackberry to keep tab's of your hour's and that's no joke! :shock:

One thing all this phase 2,3,4 hysteria is proving is that hardly anyone reads the information that comes through your doors. I knwo my branch had copies of the agreement in all units and every CWU member got the full deal to their house with the voting slip!!

Maybe its a lesson in reading the whole thing rather than voting on the headlines (pay etc) or just following like a sheep

I read everything and understood the fact's and voted against all of this so called "agreement" but it is in an now we are on a damage limitation exercise!.

I can see where you are comeing from but it's like p*ssing against the wind the rep is doing all he can but to many clowns in our office are comeing in hour's before their time. I have told them but it falls on deaf ears but i think a few will now start to think the writeing is on the wall for job and finnish!. And we can make all fall into line and start to do our job's properly! and get behind our union and make felxibilty work in our favour and not royalmail's.

Just how advantageous is flexibility?

Well lets take longs and shorts. Geo route by it's very nature is set on an average criteria - therefore each day is calculated as a mean average - now take out 1 hour from say Monday and Tuesday and your average day criteria no longer applies.

Royal Mails argument for the lack of Christmas hours was based on the fact that a delivery span of 3.5 hrs meant that there was a minimal additional work on actual delivery regardless of the amount of mail delivered. Now of course, when it suits, there are differences but we should not be duped into agreeing any changes whatsoever until such time as the infrastructure is in place.

As in the SDD scenario there were promises of "tools for the job" which of course never materialised and then became "we don't need to wait, lets press on". Well we did and look at where we are now - yet another milestone in mediocrity.

Lets not rush into anything. Take a while to think about how much this would benefit you. 1.5% equates to about £2.80 a week on a full time contract and the £400 bonus about £290 as a one off. On SDD those offices who hadn't converted by the closing date in order to be a unified pay bargain the following year, those office were automatically given the SDD in order to qualify. Some small offices will be cajoled into accepting change and good luck to them, the remainder of us should bide our time and agree to nothing that does not enhance our working conditions with the necessary equipment. Equipment like those movies with the electric trolleys, motorised cycles, rickshaw bikes et al.

The date for complying with Phase 1 has come and gone, 28 January, there isn't a cat in hells chance that the supposed timetable for any of these phases was anything but pie in the sky. We don't have to do anything but wait.

I tend to agree with you, progress seems to be slow on how to impliment flexibility at my place, and indeed my district. Seems to me summer 2009 is a more realistic time frame for it at my place (and thats being optimistic) :cool

Lovejoy, I feel I must pick you up on something you have written, the full agreement was NOT mailed out to all CWU members with the ballot paper. There was a letter sent out by the CWU before the ballot paper arrived with the agreement in bullet points and if I remember correctly at the end of that communication it was stated that the full agreement would be sent to all members in due course, none of the people in my office received a copy of the full agreement. Had I not discovered Royal Mail Chat early last year I would not have been able to read the full agreement. I would suggest that the CWU had no intention of mailing the full agreement to the members for fear of losing the ballot.

Sorry mate every CWU member got a full copy of the agreement. I suggest if your think yor office didn't then you should contact your branch secretary. The agreement was with the ballot paper!! So if you didn't get the agreement then you didn't get the ballot paper?????

In think you'll find it is a legal requirement for people to know what they are voting on so to suggest CWU HQ had no intention of mailing it out is false

Lovejoy, as far as I know everyone in my office received a ballot paper and those that revealed their intention said they voted no. I can confirm that those that I spoke to about the agreement did not have sight of the full agreement and were less than happy about the fact. And just to compound matters I was speaking to our Rep last week and it became clear during our conversation that he was not aware of the details contained in the full agreement. I asked him if he had seen / read the full agreement and he said no. Just as footnote, and I would guess as a result of what I have just related, our office is still starting at 06:15 hours on a Saturday. If the first and perhaps most basic part of the agreement cannot be implemented in my office I don't hold out much hope for anything thing else to be agreed at a local level. Hope the above won't sound like a rant because that is not the intention, it's just the way it is.
