OFCOM USO question

The decision to downgrade the USO, or otherwise, will be made by Ofcom in 2020. Royal mail have said the regulator has begun the review of the Universal service. We will actively participate in it. We will continue to deliver the USO - and will be proud to do so - whatever the outcome. Royal Mail also states ..."it's important we deliver a Universal Service that's right for customers in the 21st Century" & We will deliver the Universal Service for our country.

The 2011 legislation set out Ofcom’s specific statutory duties in Part 3 of the Act, which is entitled: ‘Regulation of Postal Services’.
Subsection 1 in this Part of the Act states:

“OFCOM must carry out their functions in relation to postal services in a way that they consider will secure the provision of a universal postal service.”

My question;
Is it true that the company has privately floated the idea of slimming the USO commitment to deliver letters from six to five days a week, cancelling Saturdays & what effect would this have on delivery jobs in reality.

The union will be against it, the majority of delivery staff will be for it ,if it meant mon-fri

I believe the union have suggested 20,000 job losses if just one day reduction of the USO was implemented. How would this happen in practice?

Well you would not need day off cover ie 1 in 6 jobs will go and they would let the new ones go first because it cost nothing to not renew a short term contract as redundancy payments will have to be payed for older staff!

when a senior manager came to our office we brought up mon to Friday he said it wont be a Saturday going it would be a Tuesday that will be crap

Yeah it will definitely be Saturday can't imagine anyone thinking otherwise, and yes it will be popular with the posties the Union will be on a loser trying to get us to vote against it.

I do not believe employees will have the opportunity to vote on the issue. I assume if OFCOM recommend a change then it is not up for debate.

You work Saturdays as is for nothing extra this job will be 7 days a week soon parcels will be the big revenue as to thinking a Saturday off Boris Johnson may grow wings first and fly!

It might not necessarily be about getting rid of a day of delivery, but maybe charging more for Saturday/Sunday deliveries

And pigs would fly do the other competitors charge extra yes they do would charging customers drive them into their hands? So as we do charge extra for Special delivery or Saturday Guaranteed it will never lift off the ground.

Argos always charge extra for delivery on a sunday

Don't forget about the parcel strategy plan or whatever it's called,the work they don't want ie letters/birthday cards/catalogues/whatever you want to call junk mail these days/everything else that comes under the uso that we have to do but isn't cost effective, it'll be Mon -fri for these but seven days a week, for the parcels.

I don't think that's quite right. According to the strategy, small untracked AND SMALL tracked are to be delivered along with mail. Larger parcels and LAT to go to hubs. So what you're forgetting about is all the little parcels that go through the door (that people DO want), especially the Chinese market (which RM are trying to grow).

Don't forget a Monday to Friday week is the holy grail of all but it has not come yet at great expense to all in the times gone, What has come to pass in the event of these deals has lacked aspiration and need but one can only hope in future, But short of the vision of Ulysses we can only hope only for short term deals that will be broken by those who feather their own nest!
