Signing for a duty

Just after some clarification, if a duty goes up to sign for and postie a gets it but after say 2-3 months he’s never been on it or will never go on said delivery ( often in the locker ) , should it actually go back up or to whoever came second ?

it can be theirs for a year at least then until they apply for another duty or leave,
i've known a deal done where a person picked a duty that they were never ever going to do then cooked up a deal with management to get someone on it,
officially i'm pretty sure the leave reserve with most seniority can ask to be put on it until the duty holder is available to return on it,
though op needs will probably override that

See I thought there was a rule tat they had to actually do the duty within a certain time.

Tbh it is actually a bit of a stitch up so I’m just wanting some clarification
