Why can't all offices have a sensible plan for "days worked" for part timers?

In our office we have many people partnered up that are both on full time so one preps and the other one sorts. Now in our office there are days (especially in the summer) when all sorting is done for around 8.45am so everyone is back to their fitting to do packet turns, redirections before they go for a break.
Now there are a lot of people now being employed on 27 or 28 hrs that are automatically on 5 days with a start time of 9.20am. That means their partner has to get all the packets in, redirections etc which constantly leaves them 15 minutes behind a lot of others in the office, breaks still need to be taken and the 27hr guy still needs a 10 minute break (with 20 at the end of the the day) so every day is a struggle and an argument with the manager to leave lapsing etc.
Why cant part timers on 28hrs or under work 4 days or have everyone on a minimum of 30hrs if its over 5 days because having a 27hr guy on 5 days creates issues for duties to get done? It also stinks when cover posties on 32hr contracts CAN work over just 4 days.

Because RM have turned into penny punching c...s and have never had managers that could actually manage. Let's be honest, DOs run themselves.

Makes no sense that the union rep continue for this to happen. How many industries have 32hr people on a 4 day working week and 27,28 and 30 hr people on 5 .Its the union that make this plan when the office has repicks etc. Would also make sense to have a full timer with a part timer but they continue to have full timers together as they are generally the more senior and that is left with part timers together.
Am I missing something??

Management probably just expect/know the part timers will come in 25 mins early off their own back. Most the part timers do this at my office I think I’m one of about 5 that actually starts on time. Kid you not there is a couple here on 27.5 hour contracts that start an hour early every single day unpaid. Madness.

from my experience it's the management failing to do the full work plan, and manage people correctly,
they always try to plan the indoor sorting but then it's a free for all once done,
never ever see them tell anyone to go help so and so out to catch up once everything is sorted, even if it's d2ds, we have some leaving 60-90 minutes before some
