Just a simple question, can you be given a stage warning for been off with work related stress due to bullying and harassment by the DOM.

Don't see why not. Sadly they can pretty much dish out stage warnings and you have no recourse until stage 3.
I would be very surprised if ANYONE within RM would admit that your Dom bullied you for a start.
Is your Dom being investigated for B&H?
If so we're they found to have bullied you?
Not that I disbelieve that you were bullied and that it lead to stress but it happening to you and it being proved and something done about it are two different things. The upshot being you were off with stress in their eyes and it has passed the threshold of a stage warning.
