can they post vacancies for full time on park and loop saying must be driver when the extra work is in the office - prepping mail or sorting?

If the other part of the pair is a non-driver then they would need to.

Not sure if it counts as discrimination, but a bit more background might help. My initial response would be - Yes they can as they already do that as all new starters must be able to drive.
