FLEXIBLE ATTENDANCES (SWINGS & ROUNDABOUTS)
BOB No.16, Paragraph 266, published on 23rd April 2004 advised branches under the heading of SDD Duties - Flexible Attendances that management in some areas were seeking to impose working methods based on flexibility of attendance, whereby if there is an early finish one day, it can be balanced by a lengthened attendance on a subsequent day. This is outside the terms of the National Agreement but in view of continued reports of difficulties in this regard, the BOB paragraph is reproduced below. Additionally, a letter dated 28th May from John Millidge, Royal Mail HQ, to Dave Ward DGS (P) confirming that such arrangements are not part of the national agreement is attached.
Branches are asked to ensure that this advice is circulated to all their Delivery Offices and any such instances should be reported to the Area and/or Divisional Representatives to be dealt with as stated above. Where this does not resolve the problem any such cases should be reported to CWU Headquarters to be dealt with nationally.
"It has been reported by some branches that management are seeking to introduce flexible attendances which mean that our members are told to make up hours later if there is an early finish on any day of the week.
The purpose of this BoB Paragraph is to confirm that there is no agreement that permits such flexible attendances in delivery. "Swings and roundabouts" are not an option, not least because it would mean deliveries on some days going over the 3 hours 30 minute span.
There are also contractual and insurance issues and the Union cannot allow any such management initiative to go unchallenged. Any branch being approached in this respect should notify this Headquarters."
