After a healthy debate today Glasgow and District Amal reccomend a No vote.
Local management showing no co-operation in restoring Start and finish times.
Does not fill us with confidence that they take CWU seriously.
Ballot runs from 9th To 27th October. CWU should issue notice of further strike action on the 28th
The Agreement withdrew executive action by Royal Mail. RM imposed later start times by executive action.
The CWU RM agreement states that units who wish to revert to later starts on a Saturday should do so.
In meetings with RM they merely state that the Network 2007 changes ( which put back mail dispatch times) have been imposed and it will not be possible to revert to later starts on a Sat and that 400,000 items would fail each week.
In short no movement.
A meeting has been arranged for this week when we will discuss the KA/DG sector. The response will determine our attitude.

According to one of our reps, the word from Gerry MacAuley was "We (RM Glasgow) will not put the Saturday times back to what they were. Saturdays will remain a later start, that's it, no negotiation"

as far as i am concerned as part of the agreement Saturdays would return to original time, which in our office was 445am for delivery staff
if this is not the case then the men and women need to know before they start voting
And guess why because kid's do not go to school on saturday's good in't but when the walk sorting equipment come's in it will be later again and you will be back to square one. If you tolarate this then your children will be next! so this has what this country has become a nation of lilylivered toss pot's and yes men. I SAY NO VOTE NO AND VOTE NO NOW!.

4. SECTION 2 – DELIVERING CHANGE AND FLEXIBILITY
Change is to be shaped and implemented in four phases.
Phase 1 – Immediate Operational Changes
Start times and Network 2007
Royal Mail has introduced later start times for operational reasons. CWU note these changes. Given that there has been little or no opportunity for discussion about these changes at local level, both Royal Mail and CWU are committed to resolve any outstanding issues. Royal Mail and CWU will urgently review these arrangements at local level in line with the following:
Henceforth the normal start times will be between 0600 and 0630
Changes in start times should take account, as far as possible, of individual circumstances
Saturday start times and the overall length of attendance on a Saturday will remain as before unless agreed otherwise locally
Saturday attendances will be reviewed in the Joint Working Group (2) as part of the introduction of a new delivery model
So as I read it you don't need their agreement they need yours if the offer is accepted.

RM have made it perfectly clear that they intend to ignore any part of the agreement that they don't like. Thay have no intention of restoring the Early Sat start/finish times.
Neither are they comitted to CWU involvement in "modernisation", CWU release has been cancelled except where need to involve Reps. (to sell a crap deal to the members).
