We are going through a repick and there are duties that have been declare "go to duties". Therefore these have not been signed for because the likely hood is that you will never been on that duty due to it being lapsed 95% of the time. so basically it's a reserve turn. Are RM allowed to do this ?

I thought the idea of lapsing is cover AL and sickness? Also, I thought that lapsing is supposed to be planned on a weekly basis, so one duty could not be ring fenced for the foreseeable future. If you were to sign for this job and you were moved off it constantly would you have grounds for a grevience?

In essence No - no there is no ground for a grievance as the person picking it knows its a "Lapse" duty when they do so.

Can they do it. Yes

As long as they follow all the relevant agreements, weekly SI meetings with rep etc, then they can lapse whatever way they want.

At least with a preselected round everyone knows what they will be doing when they CAN lapse in their hours.

Its also, in a strange way slightly better than being a reserve as, yes you will be sent from pillar to post, but also when its not lapsed at least the person on it will know what they are doing.

We've got a "lapsing" duty and it works well because we know when we will be lapsing and when we won't.
