being an Area H&s Rep I would imagine you would get 39 hours a week release time.
visiting different offices on a daily basis etc.
I know the one in our delivery area has total release as does the area rep.

Yeah it's full time, so lots of time to shine your shoes , spend hours in your parent office looking at your laptop and sending lots of lovely emails about H&S that no fecker takes any notice of at Royal Mail management!
