A couple of questions regarding a re-sign or pick of duties for the union boffs.
1. Can your DOM say that certain jobs can only be signed for by a part timer or a 1 week in 6 off only (majority of office 1 in 4 weeks off) , despite the delivery spans being the same? All the part-timers are low on the seniority list meaning that people with longer service could be reserve but a part timer could get his own duty.
2. If you are part a big delivery office but there are sub sections, each office has its own DOM but there's is one "bigger". DOM. Who oversees them and the whole delivery office. can you have a sectional resign or does it have to be a whole office resign?

1. Yes - but it should form part of the negotiations with the Union.
Just from a common sense view its better to have 1 in 6 and 1 in 4 in their own little group as its easier to resource.
2. Both. You can have 1 big office resign that makes it open to everyone, or a small post code resign. Again these should be decided during negotiations and with input from members via the rep.
Huddersfield is a multi-floor, multi Post Code office and we have Section Managers and a DOM. Because of that, and for operational reasons (split IPS etc) it was easier to nominate duties as FT/PT rather than let people pick duties by seniority where the hours follow them. The idea is that FT only apply for FT duties if they want to keep their hours. They can apply for PT duties but they do so in Seniority order.
The problem with this approach, which is worse when you have CDVs when each pairing needs 1 driver minimum, and/or you have a set number of FT duties per section, if there are more FTs than duties available its inevitable you'll get FT with decent seniority becoming reserves, but the FT should still choose based on seniority till all the FT duties have gone.
