Can anyone tell me if a Manager has any right change the Holiday Format without any negotiation. A new manager has arrived in my Delivery office, We have started to do next years Holiday picks and he has decided to reduce the amount of people being off at the same time, so in certain Months he has cut the allocation by half, He tells me it is because of operational reasons. Obviously We will all have less choice and there may be a possibility people may have to carry their Holidays over. My Union Rep seems reluctant to get involved!
Any advice would be helpful.

Yes managers can change things like this however if the office is not happy about it, get the rep to lodge a stage 1 disagreement over it, and follow the IR process

we have arranged that one less person can have a holiday in September as the mail goes through the roof after the summer slump!!! so that it halps the whole office.
I had a look at the next years official calculater earlier this week and we are allowed only two people off in the first two weeks of Nov 2016 and one for the next 2 weeks, then of course none in december as usual, Although like this year Pressure has been brought forward a week ( due to black friday at a guess )
