Line manager keeps asking me to swap duties half during the day so he can put it on o/t or absorb it please advise me I say no to him then turns it on me as refusal

It falls under a reasonable request so he can do this, however if he is solely picking on you then you may have grounds for a grievance, I would simply just do what he asks and just work to your time and follow the cutting off procedure on the new duty he will probably lose interest after a few days of failed loops. Just to add some offices have a designated lapsing walk if your office does and it's your walk then unfortunately not much you can do
