workplan failure and not a USO failure

As you may know in the BT area for what ever reason we tend to get all the stupid ideas from management implemented first - maybe due to the cwu at area level being push overs.
Now after we have had our revisions we get the VR's, and any vacancies in the offices are not been filled leaving us short staffed nothing new there then. This is were it gets very interesting though because RM managers are getting us to lapse indoors using the normal old bumf about improving efficiency blah blah blah. We prep 10 - 15 minutes of other duties now due to RM reducing the number of full time duties within the offices agreed with cwu of course. If we think we cannot get out for our get out times due to prepping the other duties then we are instructed to leave the mail under our frames in trays as RM can class this as a workplan failure and not a USO failure.
How can this be right?
How can RM manipulate the system like this and why are the cwu allowing this to happen?
Management are now counting any mail that is left in trays and are using the iwt to try and take staff down the conduct line yet more bullying and harassment. When or where will this all stop. :crazy: :crazy:

How many people do you have:

* Coming in early before their official start time
* Not taking some or all of their meal relief
* Running round their walks
*etc

No all mail should be put in frame, then u go to Dom and a polite conversation that u cannot finish ur whole duty, then for example u leave ur top row, and parcels
