Hi.
I have been working in the book room (resources) as a full time reserve since Nov/2012. After the last revision in Oct/2014 they decided to create a full time reserve to cover the duty, the holder now an acting manager.
I applied under the specialist skills and sat a test of which I passed.
I have since learnt that the other 3 people that applied are part time workers.
I sat the interview and the part time workers were allowed also to sit the interview, me being the only full time applicant that made it to the interview stage.
I am under some sort of understanding that a part time worker cannot apply for a full time reserve duty over another full time worker namely myself who has a seniority of 26 years and is a full time employee.
I believe that the vacant duty will be offered to a part time worker who only as a few months service over myself.
Please can somebody advise.

It should go to the most senior person who passed the test, in this case the part timer, regardless of what hours any of the applicants work, selection by skills does not allow the job to go to a person based on the hours they work

thanks for your answer. It is not known yet who was highest in the test and also who passed the interview. However one of the applicants is a manager's daughter so it does not take much working out who will get the job.

It's not about who is highest in the test, or who the mangers daughter is, it is simply the most senior person who passed the test and interview
