Please may I have peoples thoughts on this.

Harry (not real name) of 8 years service who has a heart condition and has worked indoors is now going on to 'his' signed for duty - resign was about <12mths ago however when he signed for said duty he never actually did it because he did the indoor work.
Now this has happened. The duty that Harry signed for originally has a few inclines so now he is supposed to be going on that duty all the inclines have been put onto Peters walk that he signed for... 35yrs service he has!
Basically Peter now has two roads left from his originally signed for walk and he has had no input on this as to how it will affect him/us.
Harry will be using a HCT where's Peters walk was a HCT walk but is now van share
I get DDA gets preference over seniority but this seems very unfair on Peter AND the walk it is paired with which is working very well as a van share believe or not!
Thoughts please? Peter (and me!) will be discussing it with the Rep on Thurs.
