You will need to be more specific. Is this full time duty yours which you have signed for then the answer is NO.
If the F/T duty is vacant and being covered at present by reserves then there is the possibility through consultation with union and through the IR Framework.

However, in certain circumstances it is better for the office. Its better to have a duty reduced to P/T rather than lose a person.

Will depend on the IWT whether there is scope to remove the indoor hours, something for discussion and agreement, not just a management decision.

Did this full timer who went part time on another duty do this as part of a preferential exercise in a buy down of hours to facilitate a placement for a surplus employee in your unit.
If this is the case then the vacant duty cannot be converted to P/T.
