Am I right in thinking there is an agreement that specifies that a certain % of staff should be full time in each office?

No its a national average no specific percentage for delivery offices

Not necessarily your office still can opose those sort of changes and if your not happy and the changes are to be permanent then get your rep to put a disagreement in about it and follow the ir process
