Vacant Duties

In our office there have been four vacant duties for over six months, are there rules in place as to when they should be on the notice board for them to be signed for, ie. how long or should it have done by now ?

The procedure for vacant duties have changed higher up the managerial chain.
I've had 3 vacancies for over 12 months now.
