Who negotiates pay in the cwu?

Just had a video sent to me with Billy Hayes in it saying that he was responsible for negotiating pay rises in the union. Just wondering when it was Mr Hayes was last involved in anything to do with pay talks or negotiations on terms and conditions in Royal Mail? Thought pay talks have always been done by Dave Ward and the reps at head office in the postal department Or am I wrong??? If I'm right, is it in order for him to claim the credit for what others have done?

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
