Could He Swop Hours
A bloke at work is on about buying down his hours, hes been told he will get about £2300. We have got to lose 2 jobs in our office next year and its obvious when he buys down his hours his will be lost aswell. My question is if a part timer was to give him about £2000 would they be able to swop hours, ie him going to 30 hours and the part timer going full time, would this be possible. Ive spoke to the union about this and basically they aint bothered, they seem quite happy for a further 9 hours to be lost. I have spoken to the full timer concerned and they would be happy to accept £2000 for the swop. Before anyone says who can afford the £2000, it would be earned over say 6 months with the extra hours the part timer would be earning with the extra 9 hours a week after that the extra money would be theirs. By the way the part timer would have to be done on seniority

Can't see it working or being allowed to be honest.
Buying down hours is basically a partial redundancy, and if the business want to lose hours they will do and would probably step in and stop any swap, as no hours would be saved.
There are also tax implications for both the buyer and the offerer which would need to be looked into.
The only way I can see it working is that the FT goes voluntarily to a Part time duty (with no buy down of hours) and then his duty is offered as normal, freeing up hopefully a FT position for a PT. However, again as they need to lose job and hours I can see this being nixed by the business.
There is as far as I know no official way to swap hours.

He's only being offered Buy Down in order to lose hours to the office, if a FT/PT swap took place no hours would be lost and therefore the Buy Down would no longer be viable. Better to argue that in order for 2 jobs to be lost next year then 1 of the two should be PT in order to maintain the status quo having already lost 9 hours on the Buy Down.
