Headcount reduction

Post by mike_uk »

I'm the rep in my office and am after some guidance from more knowledgable reps than me, still waiting to hear from the area rep.
I've just been told that the dsm has told all the dom's he wants a headcount reduction at the rate of 1 in 10 duties absorbed permananently (the same rate we had for summer savings funnily enough), utilising VR and existing vacancies.
Apparently a cover dom submitted a report stating our office could make the cuts, with no consultation or agreement from me, I've been told I will have no say in the matter, except to help implement the cuts.
I dont believe our office can absorb the extra workload, yes we could make some savings but more like a 3rd of what is being proposed. Any guidance on how to oppose this would be appreciated, also given the manager and rep are now supposed to work together etc do I have grounds for submitting a disagreement given the arbitrary nature of all this?
Thanks

Move straight into the framework.

How many staff at your office?

How does traffic compare to model week in your office?

How does your indoor bsi compare to the office's actual performance?

25 staff. Traffic fluctuates massively from week to week but I would say very slightly below model week hence why there is some potential for savings but nothing like what is proposed. BSI and actual performance probably match but indoor workload is a joke with all the usual shennanigans, I have and will continue to raise that issue.
Could you specify how they are going against the National Agreements and which ones?

You should know if traffic is above or below. Do you and DOM use the IWT to aid your Weekly Resource Meetings?

BSI, you say probably match. Find out. Ask to see a copy of the Auto IWT Report.

If you haven't agreed, your DOM cannot progress. Move to disagreement.

Call a meeting, tell everyone the affects not doing the job properly is having, tell em what the DOM is planning, give em the absolute worst case scenario, and hope it sinks in.
The way I see it, as soon as an idea is floated, it's pretty much in. You won't be able to stop it alone.

register stage 1 disagreement asap & state status quo must remain until this is sorted out.
Next phone area rep or divisional rep & tell them exactly what is going on, as im aware there is no national agreement for this & you must fight to keep the jobs in your office!

Sounds like a resign to me as a major change is forecasted and will inevitably lead to surplus employees then the MTSF will kick in then there will be preference exercises, buy down ( Hours), pay protection, annual leave/sick leave, levels of O/T etc., DSM couldn't have picked a worse time coming up to Christmas to introduce this reduction in staff defies common sense.
The AFG&S agreement has revamped the IR Framework and this should be used and as stated in other threads a 1st stage disagreement should be lodged for the status Quo to remain until Union and Management meet to investigate the levels of headcount reduction if any because as you so rightly mentioned the last agreement was for the CWU and RM to work closer together but it seems that the DSM is pushing for changes without allowing for proper industrial relations negotiating.
