Industrial Engineering Data Gathering - (Mail Centre's/RDC's/WBC's)
Branches and representatives will be aware that in 2012/13 the department circulated a number of LTB's relating to the non co-operation of Industrial Engineers from Scott Grant Limited, who are an external company employed by Royal Mail to undertake IE study activity.


Colleagues will also be aware of the department's position in respect of the progressive agenda for Mail Centres, RDC's etc. as detailed in the Agenda for Growth, Stability and Long Term Success Agreement.


In order to progress this Agenda (including the development of jointly understood approaches to performance measurement tools, standard operating procedures, manpower planning processes) dialogue has taken place to produce a structured approach to developing a revision process aligned to industrial engineering techniques that would be fit for purpose across the processing operation in order to facilitate the development of mutual interest solutions.


Unfortunately the principle of joint working has now fallen by the wayside insofar as Royal Mail management are concerned. Today we have been advised that significant industrial engineering activity involving Royal Mail industrial engineers will be commencing from tomorrow in a number of locations around the country. For ease of reference I have listed below the information we have received:


Carlisle MC (16 & 17 October)
Sheffield MC (16 & 17 October)
Tyneside MC (20, 21 & 22 October)
Nottingham MC (w/c 20 October)
Chester MC (17 October)
Belfast MC (w/c 20 October)
Wolverhampton MC (w/c 20 October)
Rochester WBC (21, 22 & 23 October)


As yet we have had no notification of activity in RDC's. However, the policy detailed below should be applied equally across all locations until advised otherwise by the department.


Ø THE CWU POLICY IS ONE OF NON CO-OPERATION WITH INDUSTRIAL ENGINEERS.
Ø THAT MEANS OUR MEMBERS SHOULD DECLINE TO ANSWER ANY QUESTIONS, BE TIMED BY A STOPWATCH, FILMED OR PHOTOGRAPHED.


Until a genuine understanding is reached and an agreed terms of reference is in place Mail Centres, RDC's & WBC's representatives should advise our members that our policy is one of non co-operation with Royal Mail IE's.

It is advised that our members politely decline to be timed with a stopwatch or photographed/filmed by Royal Mail IE's due to the fact that there is no National Agreement in place in regard to this activity.


Branches and representatives are requested to ensure that our members are made aware of this policy.
