They never wear them on RMTV....the guy in London filmed with a visiting MP this week was wearing his own trainers too.

simple answer . . NO!
they are not part of your official uniform, However, they MUST be worn when in the van yard at your office, Loading, unloading etc at all times.

Are you sure ? - I thought I was a bit of a rebel not wearing one on rural delivery.

I wear mine all the time but I am the only one in my office that does wear one, the reason I wear it because I worked in a bigger office and they were strict (as they should be) about wearing the vest when in the yard, loading etc, and now I don't even think about wearing it.

Drivers Manual is quite explicit - on page 10 it says.
Now as it does not mention wearing it whilst actually delivering, then I suggest its up to each individual.

High-visibility jackets/coats, and PPE must be worn whenever working in an area where forklift trucks, moving vehicles and/or mechanical equipment are in use. They must also be used while on delivery/collection at the roadside. High-visibility clothing must be carried with you at all times while driving.
