Non Culpable Incompetence?
It means they think someone is, through no fault of their own, too slow at the job and it involves training and retraining before they can terminate your contract.
I have never heard of anyone actually being dismissed under this procedure. It is too long and complicated for any manager to waste their time with.
The lack of any standards (either indoor or outdoor with the exception of the 1 minute test) mean it is a subjective minefield.

All Members are Warned that they must not fail to alert their Branch Representatives and seek advice on any occasion when, either formally or informally, they are contacted by Management regarding any of the following:-
Discipline - Attendance Procedure
Non-Culpable inefficiency - Conduct or Duty Performance
Trial Interviews
It must be stressed that Members should seek CWU advice and assistance
BEFORE & DURING Formal Interviews.
Reasons To Urge Interviews, where Dismissal is being considered; It is advisable that the CWU Area Representative is in attendance.
