I have been working for RM for ten years on a 32 hour contact. I managed to get a full time contact during the revision but this includes 2 collection duties. We work in a rural area and the proposed changes to collections will affect us. When the collections go to delivery collections can RM reduce my hours back to 32.

No not if your full time contract of 39 hours is substantive in other words your FTC does not show a fixed date for renewal.
If your contract is substantive they will have to find other work for you if you are no longer required to complete the collections.
They may offer you a buy down in hours to return to your original 32 hour contract if they are unable to find you other work but this would have to be with your agreement and you will have to receive some form of compensation.
