There is no agreement anywhere that I've seen that says its 31 a minute for walk sorted mail. It's 25. Tried it at our place and I've asked for the 31 in writing and it's never appeared.

I usually sort flats and can manage a York in 45 mins which is about 2.5 mins / tray. Flat trays these days are about 30% letters and not many people can sort faster than me.
This sounds more like an achievable goal than a minimum standard.

That's because MCs that have TOPS 2K machines will put through them anything that'll fit, to get enough use out of them. Technically MCs should be sending at least 25% of the contents of the parcel sleeves as technically probably over 25% of the contents are actually large letter

As far as I am aware there is NO agreed sorting rate for an individual duty as they now vary so widely. There is a standard sorting rate for the IPS , Packets and Flats. No individual duty can be prep tested, there is no agreed standard.
