Hi Guys,

Is my DOM allowed to stop the repick halfway through and give the part timers a chance to pick before people who have been working for RM for 9 years plus? bear in mind Part timers are not even permanent they've been there 6 months the oldest one 2 years there is 12 of them

This is quite a contentious issue and I'm sure different offices handled it in different ways...

When we had our revision a couple of years ago we picked the delivery aspect only... based on seniority... the rest of your day was built around the span... it worked for us...

Should add that the issue of FT/PT becomes irrelevant doing it the way we did...

well I`d had my own walk for 6 years been employed for 10,,,,,and there was a couple of lads with longer service,,,we had the repick

d.o.m let the 1st 30 full time pick then stopped and moved over to part time,,,more annoying was the fact that a lot of the part timer have only been employed months not years,,,,we have a big turn over of staff on the part time side.

when 12 had had there picks he moved back to full time picks for the few remaining walks.

I ended up luckily getting a Float (rest day cover)

and it guts me seeing lads of a few months service on there own walks each day

Maybe you're DOM is trying to address the situation of why they are having such a high turnover of part-time staff. And perhaps the main reason none have long service is because no-one likes doing a different walk every day. Not saying it's right. But I'd imagine it'll become a more common practice in the future.

According to RM they recognise service and loyalty to the business and allocation od duties have been based on the most senior person ( seniority) and that has been long standing and covered in the Way Forward Agreement.
Since then legislation has introduced " family friendly" " flexible working" " Disability Discrimination Act" and " Equality Act" who in certain circumstances can override seniority but once these duties have been modified to accommodate employees in this category then the resourcing of duties are based on the most senior person unless said person has not completed the 12 month duration in their present duty.
You will have to take this matter up with CWU rep with the possibility of an answer from CWU HQ why this DOM has taken the action to stop the repack halfway in favour of P/T staff receiving privileges over and above more senior employees.

Count yourself lucky. Been part time for just over 10years now. I've got my own duty. I applied for a full time duty and got it but the DOM altered the duty to stop me becoming full time. The last person to be made ft from pt was 9 years ago. A succession of DOMs have "promised to look into it" but nothing happens. Our office is roughly 50/50 ft/pt now with full timers leaving or retiring only ever being replaced by part timers.
Loyalty is being rewarded with holographic carrots, you can see them and gives you something to aim for but you can never get to them.

We're due to start revision of our ballsed up 2010 revision, can you tell me when you repicked were all delivery spans equal, or as we are being told you could have a span of say 3.5 hrs for 1 delivery and 4.5 for another?

some duties at ours got "ring-fenced" so nobody could pick them to suit those on a 3 day week,
didn't matter if a posty wanted that duty after 50 years service, it would go to someone who'd just started who worked 3 days p/w

We have delivery spans of varying lengths... this is in part because of geography... the longer the delivery spans the less ips done... or none at all as is the case with 4 of our rurals with delivery spans of 5 hours plus...

that is my argument 100% of these Part timers are not permanent they only started 3 months ago some a year but no more than that all our walks are the same outside as the planner says absolute bollocks if you ask me but i can't find nothing to take it up to him to fight against it he is telling me that he needs 15 FT reserves and the part timers can't be reserves cause they can't cover for a FT when he is on hols or sick so I'm kinda stuck in a dead end but my argument will be if he starts asking for the PT to come in early surely he can't do that when mail picks up or can he?

Yes after a fashion. There's nothing to preclude a PT doing a FT delivery, they are the same, what is different is the indoor element and if the PT is brought in to cover the FT element on OT it's not costing any more than the 39 hours scheduled for that duty - there is also the advantage of having PT learning the FT duties should a vacancy occur which means more flexibility. There is also the option of lapsing the indoor element and saving costs as happens in our office but I would only suggest that in extremis.

what about if they keep extending and will take him to FT hours what i think is wromg cause the FT couldn't pick that walk cause DOM wants part timers in walks and not letting senior people pick....

update on this complained to Moya all went tits up result no revision done total waste of money and time from DOM won't be long till he loses his place i reckon...
