We're soon to have a couple of retirements in our office, the posties in question being 1st and 3rd in seniority. Whilst it is ultimately up to the manager and our CWU rep to decide as to how the vacant duties are covered, the vast majority of the office would like a full re-sign to take place rather than a partial one. The Issue we are having is that one of our colleagues is absolutely adamant in claiming that he has been told by an area rep that individuals can opt out of the re-sign process if they wish, thus making the duty that he is currently on unavailable for signing. This scenario doesn't seem plausible to us and we are wondering whether he is just trying to keep a hold on his walk - can anyone shed any light on this matter?

Change Criteria
The following criteria should be applied to determine which duties have been significantly changed and are proper to be included in the re-sign:
The duty/work content has changed by at least 25% e.g. from mech to manual or vice versa
The duty has changed from indoor work to outdoor work or vice versa (staff employed on loading bay/platform duties will be classed as outdoor)
The shift or skill allowance applicable to a duty has changed, either up or down
There has been a change in the duty holder’s opportunity to sign for Scheduled Attendance, eg. change in driving content to over four hours
The attendance start or finish time has changed by 30 minutes or more. So that the duty holder’s personal or domestic circumstances prevent them from attending at the new time or finishing at the new time.
New duties should also be added to those identified as significantly changed, when considering whether there has been a third of the total duties affected.

A re-sign of duties based on the agreed Major Change Procedure and subject to the agreed provisions may take place. Employees in unchanged jobs retain them if they wish.

i,m a unit rep in birmingham and i was told over 50% of the walks have to be altered before theres a full resign
your area delivery rep should know

A full resign is never a full resign anymore there are so many clauses you would be having Christmas every day.

Can't see you getting a full resign just because of a couple of retirements on high seniority. These duties will be vacant until advertised and will be available to duty holders who have completed 12 months or more on their present duties.
Colleagues covered by the Equality Act 2010 could possibly have priority dependant on the circumstances.
