holiday pick procedure

Can anyone help,what is the procedure if someone leaves the job and others want the holiday choices they had? Is it first come first served or does it go on where you were on the holiday list again?

In our DO it would be first come.

Each office has it's own agreed way of doing holiday, we have the leave group system.
