Area manager clocking finish times

Our area manager was in our delivery office yesterday (obviously got nothing better to do) and he was noting down the time each duty arrived back at the office (am I cynical thinking he picked a light day and not a Thursday/fri?) obviously looking at how many hours can be stripped out of our office. Seemed like a really nice chap
