I start work at the correct time and go out on the transport provided along with a like minded minority. the rest come in early and go out in their cars we are all expected to do the same amount of lapsing the ones in cars finish at least 1hour before they should the ones on transport 30 min late management love this arrangement union seam impotent to apply any rules.

Has your office had a delivery methods revision?

If it has then cars are banned as per the BT2010 agreement

Is is possible to do it correctly and complete the delivery? Depends on the walk/day/partner/manager in charge that day etc.

Thats because the Union has no role in applying rules, that is specifically a management responsibility.

The Union can only advise both management and its own members, if cannot enforce anything. If members ignore the advice of the Union there is nothing the Union can do except represent those members as best they can, and as sure as eggs are eggs, in MOST Units there is a direct connection between how strong a Union is locally and how much the membership support it or follow its advice.

I think there is sometimes a gap in understanding what the Union is and what it can do. Solidarity isn't just a slogan its effective way of getting your concerns addresssed.

Yes it is. If you think youre going to be doing overtime (usually the case with lapsing as not built into the duty time) tell your manager who will then tell you to either work your hours and bring the mail back, or work the overtime it is up to you. As long as you follow the correct cut off procedure, you cant get done for wilful delay.
In most cases when there is lapsing, the manager will likely tell you to leave it in the frame, and it will be waiting for some unsuspecting runner who gets back early to pick up when they get back from their delivery.
