Royal Mail/CWU National Joint Statement – Efficiency Issues
The Postal Executive this week endorsed the attached RM/CWU Joint Statement which sets the parameters for any efficiency discussions in the field between now and the new incentive arrangements being finalised in April 2014.
The salient points of the Joint Statement are as follows:
Confirmation that the priority on efficiency will be outstanding Business Transformation offices.
Confirmation that managerial budgets do not dictate or predetermine the level of efficiency expected in any office.
In offices that have completed transformation, where there are realistic opportunities to improve efficiency, the reasons for this should be jointly identified and agreed utilising the correct procedures.
Confirmation that all efficiency improvements will be tracked and recorded nationally and shared with the relevant local offices. This information will feature in talks on new incentive arrangements.
Confirmation that before Voluntary Redundancy is offered, the reasons for this should always be jointly identified utilising the MTSF Agreement.
The National Joint Statement is designed to ensure there are pragmatic discussions in the field, whilst the national parties continue their talks.
Please ensure that all CWU Representatives receive a copy of the Joint Statement as soon as possible.
Further information on national efficiency discussions will follow in due course.

RM/CWU NATIONAL JOINT STATEMENT - EFFICIENCY
The Agenda for Growth Agreement sets out how Royal Mail and CWU will jointly address efficiency challenges and issues going forward, taking account of the increasingly competitive and regulated environment that the business operates within.
The agreement states that in seeking further improvements to efficiency, we need new approaches and a greater understanding from managers and employees of the day to day pressures that each other face.
This Joint Statement builds on the National Agreement setting the parameters for efficiency discussions between now and the new incentive arrangements due to be implemented in April 2014.
In efficiency discussions Royal Mail/CWU will prioritise local offices where there are outstanding Business Transformation issues.
Royal Mail reaffirms that in setting their area and local office budgets; these do not predetermine or dictate the level of efficiency expected in any office. The level of efficiency in a local office is a matter for discussion between managers and representatives using our existing National Agreements and our agreed procedures, including, where appropriate, the Industrial Relations Framework.
Where there are realistic opportunities to improve efficiency in offices that have already completed their business transformation revision activity the reasons for this should be jointly identified and agreed and the appropriate procedures followed.
In the intervening period between now and any new incentive arrangements the National Parties will track and record local improvements in efficiency centrally so that these can be considered for inclusion in our talks on new incentive arrangements. If a new revision is planned during this period (i.e. post BT revision activity) the savings agreed by local parties will also be recorded nationally for the same reason. All recording of efficiency improvements will be shared with the relevant local parties. These arrangements do not prejudge the shape of the new incentive schemes.
Royal Mail/CWU reaffirm that the reasons for offering voluntary redundancy should always be jointly identified and discussed between managers and representatives utilising the provisions of the Managing the Surplus Framework Agreement (MTSF). This approach should always be followed before employees are offered Voluntary Redundancy.
Whilst National talks are continuing, we want managers and representatives to discuss day to day efficiency issues in a pragmatic way. This should reflect the fact that daily workload for employees must be fair and manageable and also that the business cannot stand still.
Both parties commit to an updated statement on Efficiency at an appropriate point following further national discussions.

so in English can the cwu explain when your going over everyday as the duty is to big and finishing at gone 3 and still expected to do the lapseing oh another argument with the dim , are me and my mate being efficient or just not prepared to go in early , work our m/r and run round and not use trolleys so are we lazy bastards. or is it the idiots who do the opposite making more work for eveybody else ?
