HCT Ramp and HCT MK2 awareness video


Branches will be aware of the High Capacity Trolley (HCT) which is one of the Delivery Equipment options available when deliveries are going through transformation. To increase the options available to Delivery Offices for the use of this equipment a Portable Ramp has been available for some time to enable acceleration by OMV of HCT's to deliveries that would otherwise be ruled out due to their distance from the Delivery Office.


Previously the HCT Ramp Safe System of Work covered only the Mark 1 HCT, and with the introduction of the later Mark 2 model a need was identified to review the SSOW and ensure that the Mk2 model could also be safely accommodated where the need to accelerate by OMV was identified as a preferred delivery method option.


The purpose of this LTB is to inform Branches that the review of the SSOW has now been completed with the full involvement of the CWU and the revised version of the SSOW is included with this LTB.


Branches will also recall LTB 223/13 - Problems with MK2 High Capacity Trolleys. These problems are now largely resolved but to try and ensure that HCT MK 2's are used in such a way as to ensure future problems of the nature covered in that LTB are minimised a short HCT MK 2 awareness film has been produced featuring a front line OPG/Coach, and again with CWU involvement.


The revised HCT Ramp SSOW and the HCT MK 2 awareness film are being rolled out simultaneously from 3rd March 2014 and will be supported via a WTLL session. The film can be viewed on the Content on Demand service on the Big Screen TV in Delivery Units.


Branches will also wish to note that there is reference in the film and in the supporting WTLL session to a generic security standard of 10 minutes that a HCT can be left unattended – provided it is secured to an immovable object. The CWU position on this point is that where locally there are genuine concerns about the security of mail being left in HCT’s unattended for 10 minutes on a particular delivery route/area then these concerns should be raised locally and alternative delivery arrangements should be considered i.e. a Royal Mail vehicle. This would in the main affect the delivery of mail to flats or tenements. The position of the CWU is taken on the basis of our genuine concern for the security of the mail to which our members are entrusted, and the reputation of Royal Mail in the competitive environment it has to operate in.
