FULL TIME/PART TIME
Is it right under the new agreement that if a full time employee leaves or is dismissed then the next senior part time person is automatically made up to full time hours...Can somebody clarify on this....

i very much doubt that! It will have to be about the staffing levels in your office as it is. Some offices are overstaffed apparently and/or some are FT staff heavy,

The current rate is 71 % and 29% full time / part time. With over 125 revisions still to go the belief is that it will be closer to the agreed figure of 75/25.
The reason why it does not say 75/25 in the agreement and simply says the overall resourcing will remain broadly the same is that it is a legal agreement and what if for a variety of reasons it slipped to 74% they would be in breach and we could use our legal readdress. This is why we have agreed under 2.7.5 to review it annually and the employer will provide quarterly data regionally and nationally.
In the South East Royal Mail Geography we have made up 704 fixed term contracts to permanent and of them 244 were full time.
When there is a vacancy be that full time or part time the national agreement which is known as the Stoke Agreement is activated and a discussion takes place based on the traffic and workload. Equally within the new agreement which is copied from the Job Security and resourcing agreement it allows those Part timers who are doing on a consistent basis more hours on their own duty. PSP does not identify whether this hourage is against a regular duty or say a belated and this needs to be Identified.

Part timers who regularly work above their contracted hours should have their contracts reviewed every six months, that's my understanding of it.

If part timer Bob is constantly working a full time duty and we know it happens a lot then management and rep 'should' get together...

How hard is it for an area rep to get a list of part-timers,walk into an office and start asking a few questions of the rep and manager then tell them politely I'm just off to speak to a few of the guys myself.
Of course you would probably have to drag the area rep away from the joint delivery framework simulator traffic resourcing tea and biscuits and other assorted training bollocks workshop course he was attending first.

Yet again though it is a failing of the union, that people being made up to full-time have a proviso in their contracts, that they can have their hours dropped again at the employers discretion. In effect it's a temporary full-time contract, so the 75/25 figure is meaningless anyway.

It was always a pie in the sky figure, don't be fooled by the explanation given by dingo, there is no way that RM is going to appoint FT staff if they can get away with PT, you know it, I know it and dingo knows it and the proof of the pudding is the fact that there never was a check and balance and there still isn't - do you see it in this agreement? What this agreement says is predominantly FT - now does that look like there is any commitment whatsoever for FT? RM have employed PT for FT for years and they ain't going to stop now - hence the wording.

I know it alright because I'm one of them! I was part time, made up to full, and it clearly states it in my contract. It makes you wonder where in the figures I would sit? In the books, I'm a FT worker, which helps RM achieve their 75% figure but when they can change this, at their discretion, back to PT hours, it does somewhat make the whole ratio meaningless.
I may actually have to take some employment legal advice or something, as I've been on the same FT duty for nigh on 2 years now. Surely at some stage it becomes permanent?

Bernard if you moved from part time to a permanent full time then the agreement says Royal Mail can not reduce your hours to make you part time. This is already in the Job Security agreement and Rresoucing agreement , it was also in the BT 2010 agreement and now it's recomfirmed in the legal contract.BernardBresslaw wrote:I know it alright because I'm one of them! If your a permanent part time contract who has a variation of contract to full time then you are not permanent full time unless you have covered the said duty for over 2 years.
Dvbuk perhaps this is why local reps are being explained the agreement . if you look at page 3 of the agreement titled Section 1 Agenda for growth - future strategy ans then look at the parcel strategy bullet point 3 you will see that the overall resourcing model will remain broadly unchanged.
Actually the 69/31 has moved to 71/29 and will move again as the last couple of hundred revisions take place and sadly some of the FTCs who have mainly been recruited on part time under 2 years will not have a job as the revisions decrease jobs.
The BT 2010 status of the 75/25 split was always going to be at the end of the BT revisions not half way through but once all was completed.
Now in the South East Geography the delivery director which covers Luton , Watford , Stevenage Enfield has an 80/20 split full time to part time. The Delivery Director who covers the Kent area , Sussex area , Gatwick and Kingston , Twickenham areas has a 63 /37 split , Delivery Director for the west part of the geography including GU , UB ! HA have 80/20 split of full time to part time and the Delivery Director for London postcodes except N and E have a 86/24 split.
The above percentages will change over the next few months as 89 revisions are still to be deployed and there are 2101 FTC still in place below 2 years. The majority of these will be made permanent but FTCs in the offices still to do a revision may not be needed at that office post revision.
