They were intimidating you but if you raise a grievance they will state that they were adhering to the guidelines and looking to see whether you were carrying out your duty to the walk specifications and in order to do this they review from a distance and back each other up.
As someone has previously said, they only carry out these observations on those who are cutting off. This is intimidation and treating people differently to others. The only problem is it is difficult to prove and they know it.
Judging by your post it does seems less difficult to prove than first thought.
If we are asked to sign, and are entitled to a copy of these observations it does not seem beyond our reach to see if anyone else has been observed.
Ask around the office, ask everyone. Leave it a week or two and ask again, the likelihood that no one else may have experienced this will or should determine your next course of action. If you choose a grievance and they quote guidelines ask for a copy of the policy or better still phone HR and ask them to send you a copy.
To quote dingo in a roundabout way we must put this stuff down in black and white, create a paper trail. If we don't do this the business denies that anything untoward is ever happening. They will stick to the book to get shot of you and encourage you to resolve it informally, don't, pursue it, get your rep on board (if you're a member, if not still use the procedure).
