Manager said I could swap my day off because I wouldn't be able to get to work that day.
Firstly I wanted to book the day off as a holiday as it was already pre planned before I joined Royal Mail in may
He said he can't give me it off as a holiday but could swap my day off
Since then he has done nothing about it and I don't think he is going to what should I do about it ?

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Keep reminding him, and ask who will be swapping with. If you don't annoy him/her then they'll forget about it.
