Well if they are using it as a descriptive term I suppose its the future plans of those in charge.

Used alot by planners. Means when they set your bsi at 100 for a p and l revision you will start at say 75 and slowly work up to 100. This is called a flight path. In reality it's a load of rubbish and doesn't work.

yep,as obscurity says,the planner will set your bsi at 100% but will make an allowance in the interim so in reality it could be anything,say 70 /80% while people adjust to a new way of working,but the goal is to get everyone up to 100% .
my office has gone to disagreement over this very issue
