Unauthorised and Illegal Use of Private Cars on Delivery - Warning

LTB 633/12 issued on 22 August 2012 reported that reports received from ASRs of the continued use of Private Cars on Delivery following New Delivery Methods Revisions had been raised with Royal Mail Operations HQ. A copy of the original letter and the reply from the Royal Mail Operations National Safety Director are attached and the contents are self-explanatory. If Representatives are experiencing similar difficulties in their Areas please bring this LTB and attached to the Management's attention. As you will see Safety Director Gerry Teggart has expressed concern and if there are occurrences of continued private car use on delivery where New Delivery Methods have been deployed, then he will address this problem with the Delivery Teams directly. A list of offices where this is occurring has been requested from ASRs so it can be addressed quickly.

Would Area Safety Reps please carry out urgent Inspections of all Delivery Offices where New Delivery Methods have been deployed and forward to the Health, Safety & Environment Department details of any Offices where Private Cars are continuing to be used which is in breach of the BT 2010 National Agreement and Royal Mail's authorisation rules which in many cases may mean staff will be using such private vehicles both unauthorised and illegally with no commercial, business use motor insurance cover.

Reports received to date have already been passed to Mr Teggart to be addressed.

Has the reply from the Royal Mail Operations National Safety Director been published on RMC?

This was announced in ours.................and revoked the next day as they don't have enough vans

What makes it worse is if all the vans have gone out on delivery,the manager in my case and others in our office,has asked if we had our own private cars with us and that we could use them for delivery.
I told him mine was at home as i had no intention of using my own vehicle,seems to me that they can allow this when it suits themselves.In my office there are people that do use their vehicles on a daily basis.

This has been raised as a double standard. If Royal mail no longer allow employees to use cars then that should include all employees or else it is a blatant double standard that would have interesting implications if raised in an employment tribunal if one were dismissed over the use of private cars.
Private cars should not be used by any royal mail employee including managers.
