but the worst culprits for turning a blind-eye to it are us posties.

In our office we were told ( during our 2 weeks training) to endorse items we couldn't deliver and put them in a post box. It was the procedure until recently when due to Star Burst it was decided it was not a necessary practice any more.
The postman won his case of unfair dismissal bye the way but too late as the judgement took a few weeks and he died destitute just before it was announced. He was Too proud to ask for help!
