Joint Statement Between Royal Mail And The CWU On Network 12 And RDC Consultations

You will be aware via all recent LTB’s and the National Briefing that took place regarding this subject that the Union has secured agreements on all outstanding issues relating to the National Network Dispute.

Against that backdrop please find attached the agreed Joint Statement that deals with re-engagement on our 2012 commitments from the BT2012 Agreement.

JOINT STATEMENT BETWEEN ROYAL MAIL AND THE CWU ON NETWORK 12 AND RDC CONSULTATIONS


Both parties acknowledge that whilst agreed processes exist to cover the annual reviews in Network and the consultation arrangements over changes to the RDCs there is a need to address issues of confidence in the application of these processes. This Joint Statement seeks to address these issues whilst accepting that full confidence in agreed processes will only be restored by actions going forward. Against that backdrop the following is reaffirmed;

Royal Mail Logistics remain committed to full consultation/negotiation with the CWU in line with existing National generic and Network specific agreements on matters involving changes of this nature. Equally CWU are committed to reaffirming their full participation in these agreed consultation and negotiation processes and to re-engage with immediate effect.

It is therefore confirmed that the proposals put forward are based upon current state, i.e. the current RDC and Network VOCs, The proposals presented will take account of all driving activity including ‘empty legs’ and all agency and contractor hours used. Specifically:

 It is confirmed that the consultation on the future of East London RDC / VOC and Woking RDC will be in line with the Business Transformation Agreement and the April Joint Statement on the subject. This means that no decisions will be taken before the consultation process is concluded. Re-engagement will mean that the meeting previously arranged for the 14th of May 2012 with Local and Divisional CWU Representatives will be reconvened and progress commence.

 It is also confirmed that the proposals for Network 12 will include provision for services to and from East London and Woking, ‘empty legs’ and all agency and contractor hourage used. The Stage Two of the process and the National Working Group meeting held on Thursday 10th May 2012 will be reconvened where the CWU will be presented with the new first cut proposals based on the above mentioned scope. Recognising that it is not now possible to meet the original joint aspiration of deploying Network 12 before the Olympics the process will progress at pace in order to aim to meet the BT Agreement end of summer target.

Issues regarding new and more effective resourcing models will be the subject of continuing discussions along with the other progressive agenda items as detailed in the Network section of the BT Agreement.
