Rule 13 Ballot?

I have just received notification that RM will be moving the start times on our night shift and I have told my LM that we expect 28 days notice. I have also asked for a full set of proposals detailing predicted traffic arrival times, meal breaks ect .... I have members that were moved onto the shift under family friendly and people who will now find it impossible to change their start times due to circumstances.

If RM continue just to bulldoze the changes through without fully discussing the issues, can we put in a rule 13 ballot? Can anyone send me a link to the ACAS bit about notification periods for change?

WTF are headquarters playing at? Why have we not been given any guidance?

Same has happened in Glasgow Mail Centre and it can be done as long as they give the 28 days notice. The thing is HQ are telling reps not to negotiate locally but wait fot the result of national talks while changes are forced upon the members working locally. Help us out here Hayes and Ward. :silenced :whistle :shhhhh :hmmmm

Same thing in chelnsford I think the union leadership have taken a paid holiday in the bahamas because they sure as hell aint giving us any help !!!!!!!!

The silence from Wimbledon is deafening,they've left local reps out on a limb with no information as to whats going on or what the stategy is.RM managers are full of confidence and are currently tearing up all our hard fought agreements and doing whatever they like.

Sadly I get the impression that the leadership do not know what to do next and are going to cave in sooner or later.

Rule 13 Industrial Action

1. The NEC, Annual Conference, Special Conference or a properly convened Branch Meeting may in furtherance of the Union’s objectives decide to authorise, endorse, call or take industrial action, including strike action. All such action must be within the law and in accordance with, and in compliance of, all statutory obligations, inclusive of ballots etc. Where a Branch decides to take action to protect immediate local interests, the General Secretary and NEC must be informed.

2. For the avoidance of doubt it is confirmed that nothing contained in these Rules empowers a Branch or any other person, committee, group or body of persons to authorise, endorse, call or take industrial action without there being a statutory ballot and compliance in all other respects with the requirements of Part V of the Trade Union and Labour Relations (Consolidation) Act 1992 as amended or replaced from time to time.
