Had one guy in our office nearly in tears when someone senior wanted his duty. Easiest duty in the office ! But because of no change to duty it was as they call it " Ring fenced " So he kept it .

thanks for your help. its pretty clear in what it says. as the way forward came to life in 2000 its surprising it hasn't been superseded , but i'll go with it.

we have one lad in our office who reminds everyone that 400 new flats are due to be built on his walk next year and that he wants a re-pick...is he within his rights to ask for a general re-pick or should he just absorb the 400 odd flats onto his walk and perhaps ask for a test of his duty...

Neither.
New development is new development.
It should be resourced as such until either a revision takes care of it or an agreed approach to resource it is achieved.
If in the unlikely scenario that meant putting it on his walk then he would have the chance to come off his walk and pick another vacant duty.
If we had a repick every time someone built some houses you would be constantly changing shifts.
