When does a temporary duty become permanent

I have been at Royal Mail for over 5 years. Last year I started working my part time duty as a CSS Operator. When I started I was told it is a temporary duty. As I have been doing the job for over 12 months does it automatically become a permanent duty? I ask because when we move into the new mail centre at Medway, I am not being allowed to continue where I am as a CSS Operator. This is because all the positions are going to full-timers who have seniority, even though they are not CSS trained. I would like to continue as a CSS Operator where I am and would like a full time job. Have I got a leg to stand on legally?

Although there may be an argument for selection by skills I don't know if CSS Operator if covered by this.

The terms of reference for the filling of the CSS Machines operators is first those on substantive full time jobs within the MPU unit , then if that still does not fill the positions then it should be advertised across the MPU feeder officers based on full time substansive people first.

If this then does not fill the jobs than there is the opportunity for permanent part time employees to fill the postions and getting a full time contract but the way forward does dictate that priority should be given to those who are the closest match to the hours which is being advertised so if someone was on 30 hours and the job being sought was for 40 hours and your were a saturday only ag on say 8 hours they would get offered first.
