Same duty is always lapsed - Help

A few months back our office had a re-sign and all duties were taken. Then came the quiet summer and
the lapsing. The Dom decided to make the same town walk the lapsing duty which meant that the postman
who had signed for it was shifted onto other duties on a day to day basis. His days off were changed and not
rotational that his own duty would have been. We now have a new manager who has continued to lapse even
though most duties are saying No Thanks, we cant. The postie for the lapsed town walk is now getting pissed off
and wants to know what he can do to get on his duty. He has asked the new manager when he first started but
the new manager didnt know what could be done. What is the correct procedure to get onto the duty you signed
for? Is there anything in any lapsing agreements that state that it should NOT be the same duty, week in, week out?
If the manager still doesnt know what can be done, should the postie put in a grievance and flag it higher?
Our union rep isnt hear at the mo.

Oh and for the record,we striked because of the abuse of pay n mod.
I would put a grievance in and yes flag it higher,they are taking the piss.
