POSTAL DEPARTMENT REVIEW – CESSATION OF INDOOR ASSISTANT SECRETARY ROLE - TRANSITIONAL ARRANGEMENTS

All Postal Branches will be aware of the Postal Executive’s decision to cease the position of the Indoor Assistant Secretary, which is subject to Conference ratification via a rule change at our forthcoming Annual Conference.

The purpose of this LTB is to advise Branches of the transitional arrangements that will ensure the smooth migration of all workload currently associated with the Indoor Assistant Secretary position.

All the arrangements required for the transfer of filing and workload systems have now been put in place by the Acting Indoor Assistant Secretary, Phil Browne. The actual transfer or work will be scheduled to take place in two phases.

Phase 1

From the end of Conference the following areas of Indoor Assistant Secretary work will transfer to the officers listed below, who will assume day to day responsibility for this workload.

ANDY FUREY (C&CH)
Mail Screening/Scanning
Northern Ireland Returned Letter Centre
MDEC
LAs
Swiss Post (BBC Mailroom)

TERRY PULLINGER (PARCELS, logistics & quadrant)
Driving/Transport
Heathrow Worldwide Distribution Centre (HWDC)

For clarity, the reference to Driving/Transport will apply to those Sections currently working from Mail Centres and Units which currently fall within the remit/responsibility of the Indoor Department.

Phase 2

The final transfer of work, that being responsibility for Mail Centres and all associated issues will be completed by the end of August 2011. During this period of time the Acting Indoor Secretary Phil Browne will continue in post to ensure that robust transitional arrangements have been put in place. This will also involve the relevant National Officers working closely together to ensure a co-ordinated approach is taken with the employer and to complete the satisfactory resolution of any internal staffing issues.

No, Its a revison of duties which reduces expenditure on officer wages. Looking at the reallocation of work I have to wonder why there was a indoor sec in the first place? I supose it was nesscary for its time.

Good move, although I believe that it should have been the Assistant Secretary, Parcelforce Worldwide/Quadrant position that should have been abolished and returned to the outdoor dept. Representing some 5000 members, not much bigger than some branches it never warranted a national officer position.

The Postal Dept only needs two assistant sec's working to the DGS(P) an indoor and outdoor secretary dealing with all RMG matters.
CWU HQ is too bloated and needs to cut its cloth, that even before you begin too look at the ex-NCU side of the union.

We're gonna end end up bankrupt if we don't change.
