From a delivery office point of view:
Scanned upon entry as received mail
Scanned as out for delivery and sent to drivers
Driver then scans them as delivered/undelivered
Undelivered items brought back are scanned again as back in as undelivered and reason
Items collected are scanned as collected
Items returned are scanned as RTS and with reason
Well that's how it was done in our office.
