They've obviously done RM,s course on
sillyspeak,..... :funneh arses :left:seems
more appropriate than atos(maybe not if
you add another S to atos then possibly
nearer the correct word for them).

By guarded I think they mean that your outlook is not too bad but also not trivial - it could also mean that its not a short term illness/injury but also not one that should affect you for life. So without knowing the "condition" that is gaurded I would not like to say for certain, but I would say it could be covered by the new DDA. However being covered under DDA does not mean you won't get a stage it just means that its less likely as they have to take your condition into account.
