Facilities for Union Learning Representatives in Royal Mail Group



Branches will recall LTB's 680/2007 and 313/2008 which provided updates on a lack of progress and associated issues relating to discussions with Royal Mail Group on agreeing a joint framework within which CWU Union Learning Representatives and Union Learning Centres could operate. Whilst acknowledging that progress has been slow, we are pleased to report that extremely positive meetings and discussions have taken place between CWU Postal Dept, CWU Education Training Dept., and Royal Mail Group.

These have resulted in agreeing a joint statement in the following terms:



Union Leave Arrangements: Union Learning Representatives


The Business Transformation 2010 and Beyond Agreement recognised that transforming relationships is key to the sustainability and future success of the business within Royal Mail. Against this background, Royal Mail Group is working with the CWU to prepare and finalise an updated version of our guidance on union learning representatives and learning centres within the Business to continue to build positive and professional working relationships.

Further details will be available later this autumn. Until then existing release arrangements should continue.

We are aware that a number of disagreements at various levels within Royal Mail's Industrial Relations Framework are currently being dealt with. In line with the above joint statement, the "status quo ante" should apply in relation to existing agreements for ULR release.

To be clear, any procedure should now be halted and the status quo applied until further notice.

Further meetings are being scheduled and Branches will be updated in due course.
